Emily Dougherty
Emily came to the Master of Science in Foreign Service (MSFS) program with eight years of work experience in the U.S. government, most recently as a Director of Environment & Natural Resources in the Office of the U.S. Trade Representative within the Executive Office of the President.
She developed, negotiated, implemented, and monitored U.S. trade policy, working primarily across Southeast Asia, North Africa, and the Middle East. Emily joined USTR during negotiation of the Trans-Pacific Partnership and served as country lead for Vietnam, Malaysia, and Brunei Darussalam. She was responsible for implementation, monitoring, and enforcement of environmental commitments under existing U.S. free trade agreements with Singapore, Bahrain, Jordan, Morocco, and Oman, and engagement under the U.S.-Malaysia Trade and Investment Framework Agreement.
Prior to her time at USTR, she worked as a Special Assistant in the U.S. Environmental Protection Agency’s Office of Pollution Prevention & Toxics, where she supported efforts to improve chemical regulation and advance voluntary programs in partnership with the private sector.
Emily graduated from Pennsylvania State University with concurrent Bachelor’s degrees in English, International Studies, and Communications, and a minor in French. Emily is concentrating in Global Business and Finance and will pursue a career in finance and/or management upon graduation.
