International Engagement on Cyber 2014


On March 4, 2014, the Georgetown University Institute for Law, Science and Global Security held the fourth annual International Engagement on Cyber conference. This gathering promoted dialogue among policymakers, academics, and key industry stakeholders from across the globe, and explored the worldwide community’s increasing interconnectivity in this domain. The 2014 event included expert panels, followed by audience participation, on: (1) National Cyber Strategies: Are We Making Progress?, (2) Internet Governance: Foreign Policy, National Security, and the Ongoing Tensions Between Sovereignty and the Multistakeholder Model, (3) Prospects for Progress in Developing International Norms for Cyberspace, (4) National Security in a Post-Snowden Era, (5) Fighting Cybercrime in a Borderless World: International Cooperation Critical to Success, (6) Private-Public Partnerships to Protecting Critical Infrastructure, and (7) Cyber Threat Reduction: Perspectives and Priorities from Business, Government, and Academia.

On the evening of March 4th, 2014, Dr. Chris C. Demchak, Professor, Strategic Research Dept, Co-Director, Center for Cyber Conflict Studies, United States Naval War College and Lieutenant General Jon M. Davis, Deputy Commander, United States Cyber Command, gave the keynote address at the post-conference dinner, which was followed by a moderated discussion amongst attendees.

Drawing on the experience of government practitioners, industry representatives, and academic scholars, this event brought a multidisciplinary and international approach to the challenges in cyberspace from technical, corporate, legal, and policy perspectives in both the United States domestic and international realms. Participants of diverse disciplines and various national and international organizations advanced the topic of cyber security, and facilitated a broader global discussion of, and positive momentum for, the development of norms in cyberspace to create a safe, stable, and predictable cyber environment.
